Job Summary
The Monitoring and Evaluation Manager provides oversight for a program’s planning, evaluation, knowledge management and monitoring. S/He identifies performance indicators, develops quality assurance strategies, trains program employees, maintains contact with program partners and ensures all program aspects comply with institutional requirements.


Key Responsibilities and Tasks


1. Contribute to Program Strategy and Design (15% of time spent)
• Together with Senior Director for Program Partnership Learning and Advocacy and Senior Program Managers, to develop program strategy and design;
• Develop project performance indicators and strategy for the institution based on the focus;
• Develop quality assurance strategies of the program;
• Pro actively identify and communicate program opportunities and challenges for replication and/or scale up.

2. Planning (20% of time spent)
• Providing expertise in M&E planning and methodology;
• Participating in and providing support to program and project design activities including development of program and project theories of change and strategic frameworks (results frameworks, log frames);
• Developing a Monitoring and Evaluation Plan, helping determine performance and impact indicators and targets at the program and project level.

3. Day-to-Day Monitoring and Evaluation Activities (30% of time spent)
• Implementing monitoring systems and designing monitoring tools;
• Developing data collection tools;
• Monitoring program and project activities, outputs and progress towards anticipated results;
• Support the Senior Program Managers and Project Managers in working with data platforms, databases and select technologies to capture and organize data;
• Training project staff and local partner in monitoring and evaluation processes and providing ongoing coaching;
• Identify and recommend relevant source of secondary information and/or primary data sources to support the project;
• Together with project staff and local partners identify and map relevant issues faced by women workers in the area;
• Conducting or providing support to data quality assessments, analysis, presentation and dissemination to different stakeholders;
• Conducting regular monitoring and discussion to project staff and local partners and union partners, as well workers representative, to monitor progress of the program and help to overcome the challenges faced by local partners and/or union;
• Update the field monitoring findings to the Senior Program Manager and Project Manager and discuss for future actions and/or solutions;
• Ensure quality of project activities implemented.


4. Analysis and Reporting (20% of time spent)
• Determining data analysis procedures and use of quantitative or qualitative analysis tools;
• Cleaning, sorting, categorizing and organizing data;
• Leading in the analysis of monitoring quantitative and qualitative data;
• Summarizing findings;
• Developing monthly, quarterly and annual reports depending on institutions and/or project requirements;
• Disseminating evaluation finding and project results or any relevant information to stakeholders, after reviewed by Project Manager and Senior Management Team;
• Maximize use of data to support liaise with relevant local stakeholder to ensure project implementation and buy in.

5. Knowledge Management (10% of time spent)
• Contributing to institutional learning processes;
• Convening communities of practice and other organizational learning practices;
• Tracking best practices in monitoring and evaluation.


6. Administrative and Finance (4% of time spent)
• Coordinate with other team member at HQ level including project admin and finance;
• Prepare and submit monthly narrative report to Project Manager;

7. Others (1% of time spent)
• Willing to join with the Emergency Response Team (ERT) in accordance with experience and competence and is ready to be assigned to the disaster site in accordance with the existing needs;
• Other duties that may reasonably be assigned inline with the position.

Location: Jakarta
Expected percentage of travel time 40%


Qualifications


Required
• Experience: At least three years proven in managing Monitoring and Evaluation position in International and local NGOs.


Desired
• Preferably experience in developing M&E Framework;
• Preferably experience in managing small research involving secondary data collection and dissemination.

Education & Training


Required

• Education: advanced degree in public policy, business administration or development related studies.
