Partners for Resilience (PfR) is an alliance of humanitarian, development, climate and environmental civil society organizations, composed of five Netherlands based NGOs and implemented in 10 countries by locally based partners. PfR started its second phase of implementation as the PfR Strategic Partnership (SP) program (2016-2020) where the alliance promotes the application of Integrated Risk Management (IRM) to reduce disaster risk and strengthen and protect the livelihoods of vulnerable communities, primarily against climate-related natural hazards, paying special attention to inclusivity and the role of gender, through strengthening lobbying and advocacy capacity, civil society partners and government.

The Integrated Risk Management (IRM) approach bridges time and spatial scales. It integrates attention for changing risks due to changes in hazards, exposure and vulnerability. IRM includes a specific focus on ecosystem degradation, locally and in the wider landscape, as well as changes in hazards due to climate change (in relation to current risks, near-term changes and longer-term shifts in climate patterns). IRM thus integrates elements from disaster risk reduction, climate change adaptation and ecosystem management and restoration.

The PfR program in Indonesia is implemented by 5 partner organisations; CARE International Indonesia (CII), International Federation of Red Cross and Red Crescent Societies (IFRC), Karina Yogyakarta, Red Cross and Red Crescent Climate Centre (RCCC) and Wetlands International Indonesia. CII leads the coordination of the consortium in Indonesia and also leads a trajectory as part of the broader regional plan.

The overall purpose of this role is to ensure effective high-level coordination and implementation of PfR SP in the consortium at both the country and regional level, as well as exploring opportunities in climate change adaptation in Indonesia as part of the broader CARE network.
This role is part of the CII Senior Management Team, responsible for executing a clear strategy in cooperation, coordination and collaboration as necessary with high level stakeholders including the Netherlands Embassy, UN agencies, regional partners, National government, consortium partners and other related parties.

Key responsibilities include:
• Representation of the PfR Alliance in Indonesia
• Leading the implementation and providing technical oversight of the Integrated Risk Management approach in the country and region; including capacity building, extraction of learning and conducting effective advocacy activities within the alliance and related CSO’s
• Coordinate overall program implementation and guide the alliance partners and their implementing partners towards coherent program implementation
• Effectively overseeing, developing and managing the relations of the alliance with external stakeholders such as the government- and private sector, other NGOs and knowledge institutes
• Act as an initiator, facilitator, connector and capacity developer as per the above approach
• Ensuring appropriate coordination and effective liaison with alliance partners, implementing partners and donor agencies
• Lead and ensure the coherence of the related IRM Dialogue activities especially within the CARE trajectory at the regional and country level for the PfR cooperation protocol including the following:
• Functioning as the main PfR alliance point of reference for regional and global
• Liaison and representation of PfR Indonesia alliance with the Netherlands Embassy and the GOI at the National level, as needed.
• Ensure timely execution and delivery of all project deliverables and objectives
• Oversee all operations related to the project, and ensures the work is in compliance with local laws and regulations.
• Supervise staff
• Ensure that all staff clearly understands their roles and responsibilities. On the basis of their job descriptions, monitors staff performance and provides constructive feedback to staff in line with CARE Indonesia performance management procedures
• Develop and maintain good relationships with all relevant stakeholders at the, district, province and national levels, including program partners and donors.
• Monitor expenditure on a monthly basis against the approved budget. Review expenditure projections to ensure that expenditure stays within budget, identify budget/expenditure variances, justify recommendations for modification

• Bachelor degree in a related field (example: public policy, international development, disaster risk management); Graduate degree preferred
• Minimum 8 year’s experience in development, managing large scale portfolios, programs and leading teams in complex environments
• A high level of expertise in representation and negotiation with governments, donors and partners
• Proven experience of large-scale program management including narrative and financial reporting, financial management, budget preparation control
• Experience managing programmatic and financial reporting requirements
• A strong understanding of the policy and advocacy environment in Indonesia and Asia Pacific in the field of Integrated Risk Management, including Disaster Risk Reduction, Climate Change Adaption and Environment.
• Strong cross-cultural sensitivity and experience working in cross cultural and multi-national environments.
• Strong project cycle management skills: assessments, design, implementation, monitoring, evaluation, and strategic planning. Strong financial skills: budgeting, analysis and reporting.
• Fluency in written and spoken English and Bahasa Indonesia.
• Demonstrated administrative, financial, and personnel management capacities
• High integrity, passion for sustainable development, and good sense of humor preferred.
• Demonstrated proficiency in oral and written English and Bahasa Indonesia

• Legal ability to work in Indonesia.
