Partners for Resilience (PfR) is an alliance of humanitarian, development, climate and environmental civil society organizations, composed of five Netherlands based NGOs and implemented in 10 countries by locally based partners. PfR started its second phase of implementation as the PfR Strategic Partnership (SP) program (2016-2020) where the alliance promotes the application of Integrated Risk Management (IRM) to reduce disaster risk and strengthen and protect the livelihoods of vulnerable communities, primarily against climate-related natural hazards, paying special attention to inclusivity and the role of gender, through strengthening lobbying and advocacy capacity, civil society partners and government.

The Integrated Risk Management (IRM) approach bridges time and spatial scales. It integrates attention for changing risks due to changes in hazards, exposure and vulnerability. IRM includes a specific focus on ecosystem degradation, locally and in the wider landscape, as well as changes in hazards due to climate change (in relation to current risks, near-term changes and longer-term shifts in climate patterns). IRM thus integrates elements from disaster risk reduction, climate change adaptation and ecosystem management and restoration.

The PfR program in Indonesia is implemented by 5 partner organisations; CARE International Indonesia (CII), International Federation of Red Cross and Red Crescent Societies (IFRC), Karina Yogyakarta, Red Cross and Red Crescent Climate Centre (RCCC) and Wetlands International Indonesia. CII leads the coordination of the consortium in Indonesia and also leads the implementation of one of the trajectories.

In the first phase of PfR (PfR 1, 2011 -2015), CII introduced community resilience in eight communities across two districts (Kupang and Timor Tengah Selatan) in East Nusa Tenggara (NTT) province, reaching over 10,000 people. Under the new PfR Strategic Partnership (PfR SP), CII is focusing on enabling community groups and village governments in these communities and beyond to advocate for Integrated Risk Management (IRM) and for IRM to be streamlined in local, provincial, regional and national legislation, and in doing so, enable communities to access government resources to build their resilience. Building the capacity of local CSOs, women’s groups, and other community stakeholders to use evidence to advocate for IRM, and in turn building the capacity of governments to understand the value of IRM and why it should be integrated into development planning, is central to these efforts. These activities leverage the work done under PfR 1, promoting the IRM approach as an efficient and effective way to improve the resilience of communities.

This Kupang based Project Manager role is a management position with the overall purpose of ensuring an effective implementation and outcome achievement of CII’s work in the PfR SP project, and specifically in its trajectory at the local and national level as well as contributing to the broader strategic objectives of the consortium.
The Project Manager will provide oversight on the assigned project. S/He will be responsible for coordinating the overall project planning, implementation, monitoring of progress, facilitation of requirements to secure project progress, synergize activities across the partners, coordination and relationship building with key stakeholders, including relevant national and local governments. In particular, to make every effort to ensure that the Project’s objectives/outputs are achieved to a high standard of quality according to the log frame and budget, within the contracted project period and in compliance with national laws, donor regulations and CARE policies and procedures.

Key responsibilities:
• Ensure timely execution and delivery of all project deliverables and objectives
• Oversee all project related operations, and ensure the work complies with local laws and regulations.
• Supervise staff and ensure that all staff clearly understand their roles and responsibilities.
• Monitor staff performance and provide constructive feedback to staff in line with CARE Indonesia performance management procedures
• Develop and maintain good relationships with all relevant stakeholders at the, district, province and national levels, including program partners and donors.
• Supervise sub-grant projects conducted by partners.
• Lead and participate in meetings and conferences with key stakeholders.
• Monitor and approve budgets and expenses, in collaboration with CII staff to ensure that expenditures remain within budget allocations.
• Ensure compliance with CARE Indonesia policies and procedures related to project documentation and donor guidelines.
• Maintain understanding of the key aspects of the Integrated Risk Management and policy dialogue with a focus on CII’s trajectory, including capacity building, extraction of learning and conducting effective advocacy activities
• Contribute to the development of CARE Indonesia strategy on Integrated Risk Management.
• Coordinate activities related to the advocacy, representation and promotion of PfR SP Trajectory 3
• Contribute to the development of advocacy strategies and implementation of strategic actions for prioritized advocacy with country-level actors in Indonesia for the Alliance and for CARE
• Monitor achievements of project results and indicators as per theory of change, and ensure that planned activities remain appropriate and realistic
• Support and promotes the institutional development of CARE Indonesia as needed.
• Work with CARE Indonesia and Donor M&E team to ensure a project-specific monitoring and evaluation system meets donor reporting requirements.
• Provide information and contribute to sections of quarterly, semi-annual, final and other relevant reports for donor.
• Perform other duties as assigned.

• Bachelor’s degree in international development, public policy, environmental science, disaster management or other related fields. Graduate studies in related field (desired)
• Minimum 5 years of experience managing projects and project life cycle in development projects.
• Experience with the issues of policy, IRM, climate change adaptation and gender inclusion in complex environments is a plus
• Demonstrated financial management and experience in developing and administering project budgets and managing programmatic and financial reporting requirements
• Highly developed and proven team leadership and people management skills
• Experience and proven ability to communicate effectively with a wide range of stakeholders (e.g. government officials, academics, private sector employees, representatives of national and sub-national civil society organizations)
• Experience in monitoring and evaluation is a plus.
• High level of organizational skill and attention to detail.
• Ability to work independently as well as in a team, and work under tight deadlines.
• High integrity, passion for sustainable development, and good sense of humor preferred.
• Demonstrated proficiency in oral and written English and Bahasa Indonesia
