Job Summary
The Project Officer (Capacity Building) will be responsible for ensuring transfer knowledge on main activities on SiGAP (Strengthening Government's Ability towards Disaster Preparedness) Project and will lead the implementation of coordinated capacity building strategy. S/he identifies knowledge gap, develops capacity building strategy and supervises implementation of trainings for local government and trainings in communities. This will be include ensuring good quality of activities; module development; set up the monitoring and evaluation activities; appropriate exchange with technical resources; close communication, coordination and involvement with local government stakeholders; sharing of information with local government counterparts; and responsible use of financial resources dedicated to this result. In particular to make every effort to ensure that the Project’s objectives/outputs are achieved to a high standard of quality according to the logframe and budget, within the contracted project period and in compliance with national laws, donor regulations and CARE policies and procedures.

Key Responsibilities and Tasks

A. Lead the process for identifying training and other capacity building needs and its service providers for community (15%).
B. Support and preparing the needs and budget including TOR for every activity, and preparing Project Expend Report after finish the implementation of activity (20%).
C. Develop training module, organize and facilitate the training related with main intervention on SiGAP project to community member/government (15%).
D. Collaborating with gender specialist to ensure that the project is gender and cultural sensitive (10%).
E. Report on progress made in capacity building efforts to project managers, and manage reporting requirements for partners (10%).
F. Lead monitoring and evaluation activities related to the capacity building plan (10%).
G. Building good relationship with local authorities, communities (beneficiaries) health staff and partners for better intervention (20%).

• Experience of working on issues related to capacity building at community/government level.
• Experience in conduct the capacity building gap analysis.
• Experience in participatory planning and review techniques;
• Ability to develop and maintain effective and frequent communication which is critical for keeping the project moving, identifying potential problems, soliciting suggestions to improve project performance;
• Experience in the development, implementation, and evaluation of a community-based project;
• An understanding of gender issues and gender-sensitive approach to programming;
• Capacity building, communication and facilitation skills;
• Strong interpersonal skills;
• Ability to work with little supervision;
• Ability to work independently as well as a part of a team in a cross cultural environment;
• Practical computer skills (Microsoft Office, Outlook, etc.);
• Excellent communication skills, both written and verbal;
• Familiarity with a diverse number of cross-cutting themes such as rights based programming, networking, gender integration and policy advocacy.

• Experience in disaster management project;

Education & Training


• At least a bachelor’s degree in business administration, a social sciences discipline, communication, or similar /related field.

• Social science with background on related topics of disaster management, gender and inclusion.
• Equivalent combination of education and work experience will be considered.
